I could see it at high VF details because the ribbon appears to be nearly separated from the lower hair curls instead of worn together in lower grades but hard to tell from the small pictures and the corrosion.

F-VF details. I would dip it in some acetone. It looks like a lot vergis growing and damaging the coin.
