You think they'd have the people in mind, SA4H? It's to get the government to save money, not the people. Look at what happened in 1964 with nickels - the government hates people who hoard coins.

It sure would be nice if this passed sooner rather than later, but I don't see it happening this year. Or maybe not next year either. The government will drag their feet on this issue unless there is a strong public demand. And that is not likely either. We are in the minority unfortunately.

2017 is the absolute earliest I could see it happening and I doubt it would be on the top of the burner. Its one of those things that would likely be done in the 2nd term of a popular president to give congress coverage if people dont like it saying they were following the Presidents lead so they could take the blame for it if necessary. No ones going to risk their reelection for it, so if I had to guess I would say 2021 is probably the earliest for it unless a large majority of the country starts demanding it which I dont see happening.

The public isn't going to rise up and demand it.

On the other hand I think it is in times like this that you might actually have a better chance at passage. Right now the Congress is facing some TREMENDOUS economic problems, and they would much rather turn away and focus on ANYTHING else rather than have to face those real problems.

I'd like to see it happen too, but honestly there are bigger fish to fry out there. It should be a 10-minute discussion and an "ok, that makes sense, let's do it", but that's obviously not how Congress works. I optimistically put 2017 down because there was no 2020 (or later) choice.
