I found this silver dime while coin roll hunting and noticed that the dirt makes it look like Roosevelt has a black eye.

Have you ever found funny dirt placement on a coin?

I don't think it is dirt, unfortunately. Try acetone, anyway, then distilled water.
Most probably silver chloride or silver sulfide. Both are insoluble in water.

The fact that it has occurred where it has, is just a matter of bad luck, and what corrosive agent has caused it.

I was able to wipe it off with my finger. It was the generic gooey coin crud that you see when your coin roll hunt a lot.
