I bought one new 1 oz. 2012 gold panda bullion which is packed in a flexible plastic holder. The plastic holder is in perfect condition but I found that there is an extremely thin scratch on the front side which can be seen only from a certain angle. I am sure the coin has been scratched at the place where it has been produced/packed and my question is, how is this possible? Has someone from you also seen such bullion or do you have some explanation? I bought it from a reputable dealer, they even offered me an exchange but the others were with badly scratched plastic bags so I kept the initial one.

Welcome to the forum.

Sometimes bullion coins do get scratched at the mint. Most mints are very careful about this and I've found Pandas to be some of the highest quality bullion coins, but it does happen. The Royal Mint 2013 Britannias are an ongoing example of coins that got beaten up and scratched before they even left the mint.
