In the absence of "perfect" obverse and reverse images, I like to look at a number of different things which, taken as a sum, tend to help determine between a very slightly circulated coin and a Mint State one. It helps the observer differentiate between photographic artifact and actual feature on the coin.

With Peace dollars, the one thing I want to see the most is the eagle's shoulder, much like the eagle's breast on a Morgan. It is, to me, the easiest location to accurately determine if a coin has been circulated. If that spot hasn't circulated, neither has the rest of the coin regardless of what any obverse feature looks like.

This one hasn't circulated, even though certain of the obverse marks hint that it has. Easy 63, likely 64.

Is that light reflecting off the obverse or luster, if luster it would be safe to say MS 63 but I would hesitate going higher with the scratches on the reverse.
