I have seen the term used a lot, and also seen specimens of "scrap silver" but, what does one do with their scrap silver?

Basically sell it like bekiz said. Either on ebay or to a refiner ect

I trade it in at my local coin store when I'm buying 90% or 99.9% silver.

If you have a digi cam, snap a pic of the scrap being weighed and throw it on the bay. You should get close to spot, but then ofcourse, you have the fee's. I am not sure what my LCS would do if I came in with a bunch of old silverware. Knowing him, he'd probably take it, but who know's what your situation is. ebay is always available.
