I would agree, however it has cool looking toning. Is there any luster present?

Are the areas raised? The parts with the weird toning. Its definetly PMD, just very intriguing.

Hey goldenchest. Sorry about the delay I'm back on now for few minutes. the weird toning areas don't seem to be raised. It reminds me of like a chocolate swirl or something the way the colors are mixed up. so you don't think this happened at the mint?

Looks like some sort of glue or epoxy on the coin. Soak it in acetone for a little while. Bet it comes off.
