Appears that this coin was Painted at one point, and its chipping off

Canadian quarters of this era are 100% nickel.Plated ones don't appear till those of 1999 issued for testing.
"Dipping" is not considered cleaning...

Thanks CGC your absolutely right I just scraped some off with a screwdriver. I didn't want to do that at first just in case it was an error. I Might as well delete this post.

Your Right it is how I learned. Its just that next time I'll try to scape it a tiny bit carefully under the microscope, first, before I post something I should have investigated a little further.
