What you've got here is an example of a "Late Roman Bronze". The emperor depicted is Licinius, who reigned AD 308-324. The fellow standing on the reverse is the Roman god, Jupiter. Beneath Jupiter's feet is the mintmark, which would tell you where in the Empire the coin was struck; unfortunately, that part of the coin is too worn for me to read it clearly.
