2006 Fortress Of Louisbourg Silver $10 Coin

Since the design of the 2013 Louisbourg 300th anniversary silver $20 coin focuses on the "thriving seaport" side of the community vs. its "military fortress" side, I decided recently to also add the 2006 $10 silver commemorative coin to my collection as it highlights the city's famous Dauphin Gate (the gate guarding the primary land entrances to the fortress).

When I got the 2006 coin in hand, I couldn't help but notice that it appears to have multiple finishes (levels of frost) similar to the more recent coins the RCM has been touting. I don't recall the RCM marketing the 2006 Louisbourg coin as having multiple finishes. Were they possibly "quietly" testing the technology back then?

Anyone else notice this or am I "mis-seeing" the coin?

It does appear to have differing levels of 'frost.' It's a good design, I love visiting the fortress.
