Nope. it is a weak strike. Very common for 1964 and 1965. Send me a PM and I'll pluck a weak strike out of a 1964 mint bag for you (no cost) and send it to you.

The denticles are probably from Die Deterioration, as is the weak stem on the maple leaf. The highest points of the leaf are indicative of a weak strike...
