Don Bailey is the "expert" Libertad dealer in the US. You can check out his website, send him an email and I am sure he will have an answer for any Libertad questions for you: http://donbailey-mexico.com/about.shtml.

You can also check with APMEX.com and Providentmetal.com and subscribe to their notice when they have the coin available.
Check completed/Sold listing for the most recent market price for these.

here's clarification of why the price so high:

In the past, the Banco de Mexico would melt coins from time to time. So even if mintage figures were to show a high mintage, coins that were not sold that year might have been recycled into other coins.

Evidence is thus supported by the absence of seemingly abundant coins that are hard to find.

The 2002 2oz silver Libertad BU we have available is the only one we have in inventory, and not a common coin.

I would agree and take Don's words seriously. You may be able to hunt for one at a cheaper price..... however, his price should be a good guide/reference point.

In my opinion, two most challenging series to collect are: Chinese Panda (early/pre-2000 date) and Mexican Libertad (fractional, 2oz, 5oz, and proofs). The reason is because of the varying mintage year-over-year. The market for Libertad is still small (compare to Panda) but the mintage for some of the Libertad is TINY.

Btw, Don should have a list of the mintage of ALL Libertad. You should look it up.

Don's mintage numbers are the same as on other sites including wikipedia.
I found one coin on German site selling slightly lower than $170 and actually bought two coins here in Japan. Will list one on ebay and see how it goes as soon as I receive the coins.
As of proof Libertads I'd agree ... Recently sold double sealed set of proof Libertads (1/20 through 1 oz) for slightly less than $300.
I believe that the market is low because the design is not changing, little incentives to chase every year. I was collecting these coins for awhile but got bored with the same design. Kept one of 2011 and the rest I'm selling, like 2001 and 2002 which go for twice the spot easily
