I've seen this on many higher graded coins (MS coins only though) and I am wondering if these are legitimate business strikes or made for collectors.

Not sure why it is on a slab, maybe bulk submissions? BU (Brilliant Uncirculated) is MS 60-62, Choice BU is MS 63,64, and Gem BU is MS 65 and above.

It means it was a coin removed from a mint's uncirculated set.

Not sure about Canada but in the U.S. it does not have to be out of an uncirc. set. Just that it graded high enough to be an MS coin.

It is likely a business strike. I don't think any thing other than a business strike could be called BU. Proofs and specimens were not intended to circulate
MS = business strikes, PF = Proof, SP =Specimen.

Obviously its Canadian grading companies trying to differentiate their products. I actually think using "numismatic" as part of a grade name is a kin to stating " a one year anniversary" or "very infinite" ie: its redundant and ignorant doubling of meanings.

NBU (Numismatic Brilliant Uncirculated) is the lamest most confusing term ever coined by a TPG.
Generally (and there are many exceptions) these are coins removed from collector sets and were struck in Ottawa,where NCLT and bullion coins are produced rather than Winnipeg,where circulation coinage is struck.
"Dipping" is not considered cleaning...
