That should perhaps be amended to "people are always making things commemorating the royal family". You didn't need official sanction or approval to commission and sell your own royal family commemoratives; this is what has happened here. The layout and design is certainly much too crude for this to be a
Royal Mint product of the 1890s.
You'll note it mentions "Emperor Frederick of Germany" on the obverse (Queen Victoria side). This is
Kaiser Frederick III, who ruled for only a few months in 1888. He takes pride of place on this medal because his wife was Princess Victoria, Queen Victoria's eldest daughter; according to
Wikipedia, she did not go by the name "Empress Frederick" until after he died. This corroborates the silver pieces which are hallmark-dated to the mid-1890s; since it is undated and not commemorating any one specific person or event, the medal was probably sold over a number of years and possibly right up to Queen Victoria's death.
