The patina on the reverse is a glossy green, looks almost plastic. I cant get the colour right here.

Coin is tiny 12mm .89g

I don't know if I will ever find out what is on the obv.

It looks like... Victory advancing left, head right, dragging captive. I'm not sure about the ruler or which mint.

Maybe SMHB?

Now that looks good. I thought the captive was a dog!!
I think I posted the obv upside down, there is a pearled diadem in amongst the crud.

Thanks that gives me something to work on.

Yes, most likely the Arcadius AE4 type, Victoria advancing left, dragging a captive and holding a trophy.
From the Heraclea (Perinthus) mint.
