It even reads DOVBLE TOVRNOIS around the reverse, though a bit hard to make out, as is any date. On the obverse, clockwise from about 10:00, we see the last two I's of the monarch's regnal number, followed by R DE FRAN ET POL (with possibly an A for a Paris mintmark poking up at the neck truncation of the bust), roi de France et Pologne. Starting with the first Bourbon king of France, Henri IV, I think the legend changed to R DE FRAN ET NAV, for France et Navarre, so I'm betting the monarch's name, following the A at the bottom, is HENRI III, the last of the Valois kings. So, dated no later than 1589, the earliest monarch in the copper double tournois series, which were among the earliest official copper coins.
