Interesting 1979-D Washington 25c Possible RPM Or OMM

Pocket change find today..usually, 1979 Quarters are pretty boring..this one popped out like a sore thumb...unsure of what's going on..the extra loops at top of D do not look like pushed, damaged metal, as the configuration is too distinct, as in a D, horizontal D, an S, or, last possibility, a P mint mark, which were started on 25c in 1980, but, many coins were made during the beginning of the next calendar year, and, not always in the exact year as shown...feel free to chime in your thoughts here..there is no Coneca listing for any 79-D RPM's or OMM's. The upper metal is obviously smaller than the larger D Mint Mark.Damage or error?
