I think the mint stopped RPD's in 1836. Your coin looks like MD to me. John1

I would need a better image to determine what is going on; however, on a circulated coin anything can happen after it enters circulation. I think what you could be seeing die bounce.

The question is that. Why? that's happen only in two numbers (3 and 0). If it's Machine Doubling the four numbers got to have to be double.

You see it in all the numbers, just not as strong. When a dies get worn, raised parts of the coin surface tend to stretch toward the rim

Classic MD. I have an entire roll of 68P LMC that have only the "O" in ONE doubled. Turned out they were all just MD. Although a few of the coins doubled the entire "ONE CENT" still just MD. the S/9 thing is curious, but I can't make out the image very well. Is the S/9 raised? or just looks like a stain?

I'll tried to clean that coin very well. Because the 9 south-west yes, look like MD. But beside that I see also a "s" between the 3 and the 0.
