It tests out as silver. Appears to be cast. I suspect it is probably Indian or from that part of the world. Has anybody seen one of these before?

The border seems to be adapted from the British Trade dollar, & I'd not be surprised if that is where the silver came from, as well. Given that all the script is Arabic, it's probably not a temple token. I'd guess Malaysia or Indonesia.

Yep, it's from Southeast Asia. Islamic pilgrim tokens or "Magic Coins" from that part of the world are typically much larger than Indian temple tokens. Butterflies are a common design motif, as is the ship; the wandering pilgrim and the Seven Yasins are also common features. You can see several varieties on this zeno.ru page.

I'd be very surprised if it actually were silver, though. How was it tested?

The guy at the coin shop tested it. I can ask him next time I go in how he tested it. He had it in a bin of world silver coins and I asked him about it. He was not sure exactly what it was but thought it might be an Indian temple token (and I was inclined to agree with him). He has been in business a long time and has a good reputation so I'd be surprised he was wrong or being dishonest. It could be plated. Specific gravity test would be helpful here. It's rather attractive in any case.

He tested it chemically. He got in it a large lot of things and wasn't sure what it was. There is a spot where people have assayed it before:
