I am condsidering sending my 1889-CC to a TPG, most likely PCGS. What do you think? Fine 15-20?

Assuming authenticity (no offense intended) I think PCGS calls this one F12 with a good shot at F15. Values are pretty static in that range, so neither grade would be a disappointment. I just don't see enough hair or wing for VF20.

I agree, the feathers and hair are pretty worn.

I agree with SD, F15 most likely, but it depends on how many coins submitted and who looks at them. It is possible for a VF20 on a good day, I have a few that should be in F15 holders.

Thanks for the responses. This will be my first submission. I have to decide whether to submit it myself or use an authorized coin dealer. I also need to figure out if it is worthwhile to submit multiple coins. Up to this point I have been an OGP fan along with snaps and flips. This coin, along with a few others I have, might be worth the effort to have them graded and authenticated.
Any suggestions or experiences regarding submissions is welcomed.

Any suggestions or experiences regarding submissions is welcomed. Well, PCGS is going to require a membership if you are to submit personally. The $49 (per year) Silver level merely gives you submission access; the $129 Gold and $199 Platinum levels allow you 4 and 8 free submissions per year, respectively. Each of them have a $3000 per coin value limit on free submissions, and you must submit all your freebies at the same time. Bounce that information against your needs and the potential for submitting through a dealer.

I will go with the F15 on this one. As was said, too much wear on the hair and wings to go higher IMO.
Now, I would say send it to ANACS. You don't need to pay for a membership or take it to a dealer. Just join, print the submission sheet and send it in with your coin/s and check or CC info. Poof, done.

Comparing your photos to the PCGS Photograde app, your coin is spot on with F15.

Thanks for the replies. In deciding to submit to a TPG, Is there any advantage in using PCGS vs. NGC vs ANACS or any other TPG service?

No advantage really for your specific coin, although PCGS is the desired TPG for many. I've seen way too many mistakes by them to be interested in their service.. I would go with ANACS. ANACS have the best Morgan$ grader as far as I'm concerned. PCGS in my opinion is all hype, BUT, if you just want to do a quick flip then you'll do fine with either NGC or PCGS.
