Is this a true BIE error coin? I've seen some but this one looked different. Are they all a little different?

Yes it is a BIE and they are all a little different.

And of course you have the "LII", "IIB", and "EIR" variations as well but the area between the B and E was the weakest part of the design as that is the chip seen most frequently.
