nice find Vaga, looks like a few things going on there, would you call that a hanging 8? Also looks like a planchet flaw and or a light strike. Iam a novice you Need a experts opinion.

yes that's a hanging 8 and in front of queens throat clashes that resemble an o, or a donuts like affect. under right leaf there is some clashing.i have one only with a hanging 8,,cool find..

The marks on front of the queen's neck are clashes of the "8", with the top part of the "9" just to the right of it. These are caused at the same time and in the same way as the "hanger" on the reverse is caused, which is a reverse of the queen's jaw. When the dies clash together without a planchet in between, some of the design of each die can be impressed onto the other one, causing these odd patterns on the die. 1998 is the one I've seen the most of these clashes on from the 1990's, but there are other years with clashes as well, even some as late as the 2000's. And they're not always hanging digits; the 2005 clash for example can have its clash lines inside the 2nd 0 in the date.
