Emperor is Hui Tsung of the Sung dynasty, as you supposed, his dates 1101-1125. Year title is Hsuan-ho, 1119-1125. Schjoth says "the exceptionally fine execution of the above coins... testify to the fact that they were devised and drawn by the emperor Hui Tsung".
cool...I've picked up some of these recently and have been practicing some attribution...i THINK this is a xuan he tong bao, orthodox script, northern song. I think at that size it would be a "2 cash" coin.
