Looks close to VG8 but G06 is probably a better grade for this one.

I don't know about that wear on the reverse and what it would net to because of it. It may be Struck Through Grease which is common, if not the wear is weird. There is some crud on the shield which is blocking some "LIBERTY". I think considering that it looks closer to VG10 if the reverse doesn't net it down.

Yeah, the obverse might make VG10, it's the reverse that brings it down. It likely was a weak reverse off the dies but at this level of wear, that's usually not factored in. I could see it as a VG with the notation of a weak reverse.

VG10 if not for the reverse.
