bubbles! in the plating. that must be a zinc penny. not sure how theyre formed. someone else can tell you

Yes plating issues, should move this thread into the modern coin section and you'll get more answers I'm sure.

The plating issues are very commonly with the new zinc pennies. Gets worse with age!

Zinc zits, caused by contamination on the zinc core that eventually causes the copper plating to bubble up. Severe cases will lead to the rupture of the plating and zinc rot/corrosion. The first few years of Zincoln production were plagued with this problem but it was eventually resolved for the most part although you will still find newer cents with mild-moderate bubbling. You should occasionally see this phenomenon on copper-plated zinc Canadian cents as well as I believe that both planchets were sourced from Jarden Zinc.
