Please confirm or not the presence of the proof dies' use on the reverse to create a Type B specimen.

Also assign an overall grade to this coin.

Here is what I look for on the type "B" reverses 1956-1964.
1964-Washington-Quarter-Type-B-And-Grade?
Looks like yours is one.

Yes, it's a type B and an EF grade on it.
