You won't find it listed in any banknote catalogue because it's not a banknote. "Assegno circolare" translates to "Cashier's cheque".

It is called mini-assegni or mini-cheque. These were circulating cashiers cheques issued in the mid 1970s to combat a small change shortage in Italy. There were hundreds of different types issued. They are only catalogued in specialized Italian catalgues. UNC examples of common pieces (this is a common piece) sell for a dollar or two.

When I was there, they offered boiled sweets as change.

As I didn't want to pay 20 to 100 lire for a boiled sweet, I got lots of change from the bank and gave the exact money.
