Hi Nick and welcome.
Yes you're right it is from Thailand but it's a goverment telephone token with the number 12504 for some government department or other.

The numbers on the ones that were in use here in the use were for the location of the phone, the selling or disbursing agency, or as stated above the issuing dept of government for accounting purposes.
