I can't seem to figure out if the mint mark on this cent is doubling or spill over. Someone please help me figure this one out.

it is not a DDO or a RPM. I think what it is (without seeing it) is a 82 zinc cent that is starting to corrode from around the MM

Its a split in the plating . Very common on the plated cents .

Metalman can you explain that and how that happens? Does that happen during minting or is that post mint?

The plating develops a hole when the coin is struck and the zinc underneath corrodes leaving a large cavity. This often pushes the copper out into a bubble. They are very common on zinc cents dated before 1990, and still happen to some extent today.
