1976 Quarter MS 70?

got this coin for $3.00 slabbed. this is my first slabbed coin. the label claims it to be a MS 70 graded by the INB.
i find it to look like a lesser grade. also, it was slabbed crooked. not sure who would put in a coin like that, but it is strange. I will include three images of the coin and the grade. let me know what you think.

Edit: Please note the scratches are on the slab NOT the coin.

Not one of the three top TPG's. IMHO nowhere near 70.

Its hard to tell what the actually grade is with those pictures. I agree, without even looking at it, it wouldn't get a MS70 grade from PCGS (an MS70 coin from PCGS would be worth $100s if not $1000s)....but I can't tell from the pics if it is a MS64 or a MS66.

Certainly not MS 70. Worth most as a novelty from that grading.
