46 S Jefferson Nickel Lamination Error?

I am 98% sure this is a lamination error on a 46-S Jefferson nickel. This is the only spot on the coin like this. Can anyone please confirm?

Since this is a somewhat less common nickel, is this seen as a more interesting/rare/valuable specimen?

I maybe a lamination? I see the line NE of the area in question. A closer look at 2:00 would help.
