I have a question. Is it normal for a 1919 quarter to be rotated 15-20 degrees and does it fetch a premium?

I can't speak to the "normalcy" of die rotation on SLQ's.
But to have a premium the rotation generally has to be in the area of 90° or more.

I don't know if it's real common for a 1919 to be rotated, but the one I have is not rotated.

With George V coins, die rotation can be mis-interpreted, depending on who, or how, the obverse side is interpreted as to the 12 o'clock position.

I agree with SPP. What I would add though is that in the link he posted, if you were to consider the coin rotated, then it is the norm.

Post a picture of the coin and we'll help.
