1954 NSF Cent Confusion

I an confused with the way Canadian Coin News handles the subject coin. They list it as 1954 NSF (PL) and then list the monetary value under MS grades. ie 1954 NSF (PL) is grade as MS-60Br for $700.00!! I do not understand giving a PL coin a value according to a MS coin. What is going on?

Yes, this is confusing. The 1954 NSF cents are all PL. There are (as far as I know) no business strikes that have ever surfaced. Since this coin is typically collected by those who are trying to complete the Canadian penny series it is included with the other business strikes, even though it probably shouldn't be.

In other words, the MS-60Br grading designation should actually be PL-60Br.
