I bought two PCGS graded Coins. Iowa P and D State Quarters. MS68 with Satin Finish I got them for under $10 bucks for both of them shipped.

Did the Mint purposely mint "Satin Finish"? Or? Whats the deal with them.

If you look at the price of a PCGS slabbed business strike MS68 Iowa Quarter the value is over $300

When I added them to my PCGS Registry it said the value was $8 each. Which I am sure is to do with them being a "Satin Finish

I would post pictures but I do not have them in hand as of yet.

All US Mint Set coins from 2005 through 2010 had a satin finish. This means that any high grade coin without satin finish had to come from circulation (which means a smaller population leading to higher values). It is very easy to tell them apart, almost as easy as spotting a proof.
Rest in Peace

Do the Uncirculated Mint Sets starting at 2005 have the satin finish

Yes. From 2005 through 2010 they are all satin finish. In 2011 they returned to the normal business strike finish used until 2004.
