I've recently found something that enabled me to get a better picture of it, and this is what I came up with..

Notching on more than half a dozen letters, I'm assuming that means this is definitely a doubled die and not Machine Doubling?

Your latest picture makes it easier to the see 'split serifs', such as the first E in "DEUTSCHES".
It's a doubled die.
