Photos are really no where good enough to see details. Try again and take more time. Even lighting blocks out much detail. Night just be Post Mint Damage.

I also have a quarter like this, I found it last week. It has additional hair, a beard, and a necklace thing. It is also a 1980. I understand I am a new user, etc, but this is the only place I have found something similar. Are the rare, or is there some church group doing this?

Look up "hobo nickel" and you will have your answer. Just a bored individual with a hardened punch/tool who stippled the features into an otherwise normal quarter.

Yep, modern version of a hobo nickel. This has actually become quite an art form. This quarter in particular, however, is rather crude.
For the OP, dude, I am not even sure that is a quarter. LOL Better pics for sure.
