The crossed keys and papal triple-crown at the top indicate this is the coat of arms of the Pope. Which pope is harder to say; unlike the coats of arms of most countries, the arms of the Papal States / Vatican City which appears on the coinage changes with each Pope; since the papacy is not a hereditary position, each pope's family, and therefore each coat of arms, is radically different.

However, comparing your pic with this Wikipedia page showing many Papal arms, we can see a good match for Pope Alexander VII (1655-1667).

Alexander looks good. :) Just a side note - the CoA and flag of the Vatican City State (SCV, since 1929) stay the same regardless of who is the Roman Catholic Pope. Then again, they are not used on SCV coinage: As you wrote, if coins from the Vatican (and the earlier Papal States coinage) show a CoA, it is the Pope's personal one, or the one of the Camerlengo in case of a vacant see. Would help to see the other side of the piece ...
