1869 Shield Nickel - Damaged Or Mint Error

I have this 1869 Shield nickel that for a long time, I thought was just damaged and worthless. I was thinking (and hoping) that maybe it is something more valuable. It seems to have doubling on the obverse and reverse. Does anyone know or have any idea why the coin looks like it does and what the possible value could be? Thanks

My guess: environmental damage.
Space filler at best.
