1899 Vernon Treat $1 Black Eagle Wet Ink Transfer Error

I was about to list this for sale today, when I noticed on the reverse far right hand side what appears to be a wet ink transfer error. Furthermore this observation led me to closely inspect what at first appeared to me on the obverse to be light teller stamps. It appears to me that they are wet ink transfer serial numbers.
Am I correct in this analysis? I'm sending a batch of notes out to be graded by PCGS Currency soon (when my membership packet arrives) I'm thinking of including it in that submission.

I am by no means am expert but that doesn't look to me like a wet ink transfer. It looks like the bill was folded in half then half again and then got wet.

I think this because of you look at the serial numbers they are mirror images and I'll bet if you folded the bill in half, which I don't suggest, it would line up perfectly. Then on the back the transfer in the edge looks like a mirror image of the word certificate from the center of the bill and again I'm being if the bill was folded that would line up perfectly as well.
