again this is the first find of this (possible error). Is this considered off center or broad or nothing significant? I researched both but get extremes of each example.

It is broadstruck since all of the design elements are still intact.

An off-center strike is when any part, even the smallest part of the design element is missing, the coin is off center

I'm assuming the coin is larger in diameter than it should be and that is why you are asking. Since a broadstrike is struck without the collar in position the edge doesn't get formed and the diameter should be larger.

There are also partial collar strikes that some call
broadstruck. I still believe that a broadstruck coin is always
out of collar completely but that is just my opinion.
I think this coin is just a MAD
