Definitely not Licinius. I would guess Elagabalus or Caracalla.

Definitely Caracalla ! The growling sneering face of Caracalla is unlike anyone else really.

Caracalla, AE27, Nicaea, Bithynia. ANTWNINOC-AUGOUCTOC, laureate, bearded head right / NIKAI-EWN to left and right of legionary eagle between two standards.

Caracalla was a genuine 'soldier emperor' who felt comfortable hanging around with the common soldiers instead of peeling grapes in the palace. Despite being a particularly cruel and vicious tyrant he issued an edict which changed 'The World'. Caracalla decreed that all free born persons living within the Empire would hereafter enjoy the rights privileges and title of "Citizen of Rome".
Probably because so many enlisted soldiers were denied this right that he was so keenly aware of it. It could not have been popular with the 'old guard' in the Senate.

Wow! Thanks FR, saved a lot of leg work. Love eagles, pity it can't be seen on this specimen. Rated scarce, always nice for the label - even if it doesn't mean much.
