1825 Coin Found Metal Detecting

Hi everyone. My father in-law is always finding coins and stuff metal detecting, and this time is having trouble identifying a coin. Since he's always so good about figuring out what he's got, I was hoping some helpful collectors would lend a hand if possible.

On the front of the coin all I can make out is a head facing to the right with a dotted border around the edge. If there are any words on it, I see no trace of it, so I'm guessing none.

On the flip side, we see the 1825 at the bottom middle. The first letters are ""TO" which I think is the whole word because it seems to space there. I can't make out anything else due to wear until we come all the way back around to just before 1825 with a "ADE" which also seems like a complete word, but I'm not certain of that.
