I haven't ever seen one like this I noticed it when I was cutting up mint sets, the whole rim is silver like the picture not one spot of base metal does it happen often?

This came from a mint set?
I would have said it was plated, but if it was from a sealed mint set then it couldnt be.
Is it magnetic? It may be on a planchet from some foreign coin.
Have you weighed the coin?
It could also be that the copper is just covered by nickel.. this happens some times, but I have never seen the entire circumfrence covered. you cant see any copper on the rim anywhere?

Sealed mint set and it weighs 2.26 grams and no I have looked at the coin with a loop no copper anywhere.
