If you are thinking it's an error because of it being uncentered IMHO it is not an error. Part of the printing has to be missing for it to be an error and all the print looks to be there.Close,but no cigar.

The green seal looks mis-aligned also. Is that an error?

Very minor on the off-set printing, which would bring a little premium, IF it was in Crisp Uncirculated condition. If I found it, I would spend it.

What you want is a portion of missing design followed by a section of the next note that corresponds to the missing portion-

Is that an "aftermarket" cutting from an uncut sheet? or is it a genuine error?

Mine? It is genuine 2nd Print Shift Error with a centered reverse, uncut sheets have serials starting at 999XXXX.
