Neither. These are copper planchets. It is a lamination issue.

This is the largest lamination on the obverse, several smaller ones, should it be documented with variety type?

Just a planchet problem. Not a variety. They are more of a distraction for grading. Not a plus. It may peel if you don't protect it from letting this happen.
