It's a corrosion bubble that happened to form underneath the mintmark. PMD.

You will not see an RPM after 1989 because the mintmark was added to the hub design in 1990. The mintmark is a common location for split plating on a Zincoln so it is a prime spot for corrosion.

After 1990 if you see doubling on the mint mark, it is a doubled die.
