For a proper grade you will need to post a picture of the full coin.

Doesn't look to be a proof either, but maybe it's the photos. Accented hair is only on proof issues of that year. (1964)

it has been so long since I posted this request, I don't remember if it was proof or not. But I know it isn't the accented hair variety.
