It is a fake. The reverse should have the same doubling on it if it is a double struck example.

If it were a doubled die, the other devices on the right would show the same doubling. This one is a garage job with a couple of soft dies. On for LIB and one for the motto.

The rims are flattened in the areas doctored with.

My advice......RUN!
