I actually just found Notes with similar details on ebay, Such as.
http://www.ebay.com/itm/2006-100-Fe...em48581fad81

Is this just normal?
I'm kind of new to paper currency collecting, So please bear with me.

Yea, After Looking at a bunch other Notes from the same series. They mostly all seem to be like that.

Odd to me how it would be acceptable for them to release fuzzy bleeding prints and such.

There is also a bit of extra paper at the top, A dull blade at time of cutting I suppose.
But it's very minimal. I doubt it does anything for collectivity or value.
