The problem with lower mintage issues is that everybody hoarded them. Consequently very few are rare, with some even commoner than the common ones. Where low mintage issues come into their own is in a decent collectable grade such as EF or better. Think in terms of 1893 jubilee head silver for example. In contrast, the H & KN pennies are very common in Fine due to large numbers being set aside and where as a date, it is probably fair to say that they are more often seen than Tower mint 1918s for example.
